Kochi metro-starting troubles
The controversy around Kochi Metro Rail Corporation is quite unseemly. It has sprang up from nowhere. Engr. Sreedhar who has just retired from DMRC and the godfather of KMRC has made it clear the he will not be available to lead KMRC. His request to spare him from such demanding responsibilities and permit him to have a quiet retired life at the prime age of 80+ is quite legitimate. GOK should find other methods for creating KMRC Board or management that has the competence and authority for implementing the Rs 40 Billion project. Even Montesh Aluwaliah the VC of Planning Commission has lost faith in PPP approach and only possibility is joint venture by the GOI and GOK as in the case of the other MRCs.
The problem is: Central Government and its urban development ministry are unclear about how to go about the various MRCs in the pipeline. The right approach is to create a Metro Rail Corporation of India which could be a federal authority in charge of the upcoming MRCs. That is the only right step for consolidating the metro experience and expertise at the national level which is the need of the hour.
